Due to the excessive rainfall in Brule County, the County as a whole has suffered standing water and drainage problems.
While understandable, self-help attempts to eliminate these problems by moving water from your own property onto your neighbor's property is illegal in most cases. Because of numerous complaints, the public should be advised that it is illegal to block culverts, pump water across boundaries or roadways, or use other methods to alter natural drainage. In particular altering ditches or roadways, such as blocking culverts, is a misdemeanor offense, and if these actions damage the roadway it is a felony offense.
Brule County Highway Department employees are the only individuals allowed to clean out ditches to allow a better flow to the culverts.
